American idea for fundraising.

My college did a fundraiser for Haiti by paying to have students, staff, instructors, etc. arrested. A real cop would come in, with real handcuffs and haul them off. One of the guys in my class refers to himself as the King, so I charged him with identity theft & impersonating royalty. Best part? He thought the cop was here to arrest our instructor. The cop cuffed him then said: “Who’s the King now, Bubba?” IMMD

Can someone please explain, what's the idea behind the first sentence here?
