Children's abuse.

I keep hearing those dreadful stories about mistreatment of children by their teachers, caretakers, etc. I have a constructive suggestion. Why doesn't the government compel schools and kindergartens to install closed-circuit cameras and record everything that's going on? Don't we have a right to know how our kids are taken care of?
