On Vox: Visa Cal.

Recently I've noticed that my bank charges me 15 NIS (around $4) every month just for having a Visa Cal card. They say it's something new, after the commission reform in July. Do you also have this in your monthly statement? Can it be canceled somehow? (the bank people say 'no', naturally)
